The January meeting of the Roanoke Valley-Alleghany Regional Commission was held on
Thursday, January 22, 2015 at 3:00 pm at the Roanoke Valley-Alleghany Regional Commission
office (Top Floor Conference Room), 313 Luck Avenue, SW, Roanoke, VA.

Regional Commission Action:
Mr. Zimmerman moved approval of Items A & B under the Consent Agenda, as presented.
The motion was seconded by Ms. Garst and carried.

Chair Johnson reported that she would be attending the upcoming Winter Conference of the
Virginia Association of Planning District Commissions (VAPDC) on behalf of the Regional
Commission. The conference will be held February 5-6 in Richmond. Wayne Strickland
and Billy Martin, former VAPDC Chairman, will also attend.
4. EXECUTIVE DIRECTORS REPORT
During this General Assembly Session, the Regional Commission is o
nce again tracking
legislation related to issues that the Commission and our region are
directly involved with
including economic development & tourism, environment,
government administration,
housing, land use, planning and zoning, telecommunications, and transportation. Visit

Revenues
The budget is $44,716 above the original FY 2015 budget. This increase came from: (1) a
contract entered into with the Western Virginia Workforce Development Board (WVWFDB) in the
amount of $35,000 for Jake Gilmer to act as Interim Executive Director; (2) $6,680 in a new
grant from the Virginia Department of Rail and Public Transportation (VDRPT) for a technical
assistance contract for the RIDE Solutions program; and (3) the Roanoke River Total Maximum
Daily Load (TMDL) project was extended by the Virginia Department of Environmental Quality in
the amount of $25,321. The Commission also received an IMPLAN request from Hotel Roanoke
for a $10,000 contract. These new funds have allowed the Commission to decrease the funds it
needs from the unrestricted fund balance from $52,145 to $19,610.
Expenses
The funds from WVWFDB are being used to offset salaries and benefits.
The funds for the Roanoke River TMDL are being used to pay a consultant in the amount of
$24,321. The remaining $1,000 is to be used for public outreach activities when the plan is
completed.
The funds from VDRPT and a match in the amount of $1,670 will be used to pay the contract
with Neathawk Dubuque & Packett for the Rideshare program.
The IMPLAN fees will also be used to offset salaries & benefits.
