Roanoke Valley Collective Response Grants and Program Administrator

General Definition

The Roanoke Valley Collective Response (RVCR) Grants and Program Administrator is responsible for the comprehensive management of grant funding, ensuring compliance with reporting deadlines, budget requirements, and programmatic objectives. This involves meticulous financial tracking, reporting on program impacts, and maintaining detailed grant records. The Grants and Program Administrator will play a key role in supporting RVCR programs and initiatives by identifying funding opportunities and submitting high-quality grant applications. Additionally, they support RVCR programs by assisting with development, conducting program assessments, and assisting with stakeholder communication. The Grants and Program Administrator is an active contributor to the ongoing development and evolution of RVCR. This position reports to the Director of the Roanoke Valley Collective Response.

The Roanoke Valley Collective Response Grants and Program Administrator is a Special Projects Manager within the Roanoke Valley-Alleghany Regional Commission, and may provide additional administrative support to our Transportation, Community Development, and RIDE Solutions programs, especially in the realm of grant research and writing.

Salary Range
  • The salary range for this position is $50,000 to $65,000 based on education and experience.

The most photographed spot on the Appalachian Trail, McAfee’s Knob, lies within our borders. Carvin’s Cove, the second-largest municipal park in the nation, contains over 60 miles of biking, hiking, and horseback riding trails within its 12,000 acres, and is part of one of our largest member governments, the City of Roanoke. Smith Mountain Lake, with over 500 miles of shoreline and boasting some of the fastest economic growth in the state, is part of our region. The Roanoke Valley Greenway Network contains over 400 miles of paved and unpaved trails within Roanoke’s urban footprint of Roanoke City, Roanoke County, Salem, and Vinton, including almost 26 uninterrupted paved miles along the Roanoke River. The James River in Botetourt and Alleghany Counties provides access to boating, tubing, camping, and more. Almost half of member government Craig County is part of the Jefferson National Forest. We have the Blue Ridge Parkway, and a mountain in the middle of our urban center with the largest, free-standing, man-made, illuminated star in the world, the Mill Mountain Star, on top.

The City of Roanoke is a League of American Bicyclists recognized Bicycle Friendly Community, and the Regional Commission was recently designated a Gold-level Bicycle Friendly Business.

Typical Work Tasks
  • Manage awarded grants, ensuring compliance with all reporting deadlines, budget requirements, and programmatic objectives.
  • Compile and submit grant reports through online portals or other required channels, ensuring all materials are complete and accurate.
  • Monitor grant expenditures, track budgets, and maintain meticulous financial records.
  • Cultivate and maintain positive relationships with grant funders, providing timely updates and responding to inquiries.
  • Collect data, analyze outcomes, and prepare comprehensive grant reports demonstrating the impact of funded programs.
  • Assist in developing and refining internal grant policies and procedures to ensure efficiency and compliance.
  • Oversee monthly Stakeholder and Collective Advisory Committee meetings creating agendas and needed meeting materials, taking notes, and disseminating information among Stakeholders.
  • Maintain Collective Response listserv.
  • Work with RVCR Director and other Regional Commission staff to identify and pursue funding opportunities.
  • Attend RVCR activities and stakeholder events.
  • Provide administrative support to RVCR and other Roanoke Valley-Alleghany Regional Commission programs.
  • Perform other duties as assigned.
Knowledge, Skills and Abilities

The Candidate Must Have:

  • Excellent organizational, communication, and interpersonal skills
  • Strong attention to detail
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook), Google Apps (Drive, Docs, Sheets), Adobe Acrobat, and similar databases
  • Ability to establish and maintain professional relationships with colleagues, government officials, organizational representatives, and the public
  • Ability to work with diverse populations
  • Knowledge of addiction, recovery, trauma-informed services, and public health
  • Ability to comprehend and simplify complex concepts
  • Ability to prepare clear, concise, and well-organized presentations
  • Proven experience in grants management and financial oversight

The Ideal Candidate Will Also Have:

  • Experience with data analysis and reporting
  • Public speaking/presentation skills
  • Grant writing and researching skills
  • A passion for serving those affected by the opioid epidemic and a commitment to supporting those combating addiction and overdose
  • Familiarity with local policies and current events related to addiction and overdose
  • Experience working in the public sector and/or nonprofit management
  • Knowledge of social media engagement and website content management
Preferred Education and Experience
  • Bachelor’s degree in relevant area preferred. A combination of professional experience, training and education can be supplemented in lieu of a degree. Minimum 2 years of professional experience required.
  • Must have a basic level of knowledge of addiction and trauma OR be willing to learn this knowledge area.
Continuing Education

This is a mid-level position within the professional development track.  Dedication and willingness to continue education through attendance of conferences, participation in professional associations; and/or completion of courses, certificates, seminars, or distance learning modules is encouraged for advancement to subsequent positions of technical expertise and/or responsibility.

Physical Effort, Dexterity, Visual Acuity, Hearing, and Speaking

The physical exertion requirements of this job are classified as sedentary work. In general, lifting or carrying tasks are not more than 10 pounds. A certain amount of walking and standing is often necessary to carry out job duties. The job requires normal visual acuity, depth perception and field of vision. Individuals must be able to speak clearly in person and over the phone.
