Childcare is critical in expanding employment options for families in the Roanoke Valley. To support that need, we compiled resources, tips and childcare facility listings by locality to support the process in navigating affordable childcare options.
These childcare resources serve the localities of Botetourt, Franklin County, Roanoke City, Roanoke County, City of Salem, Town of Vinton, Alleghany County, City of Covington, Craig County, Town of Clifton Forge and Town of Rocky Mount.

By typing in a zip code, Childcare.gov provides methods for searching for local childcare facilities.
The “Search for Childcare” webtool provides facility information and inspection reports for licensed and religiously exempt childcare centers, licensed and voluntarily registered family day homes and certified pre-schools.
Child Care Aware
Child Care Aware of America is a nonprofit organization that provides an online database for searching for childcare by address, city, zip code or school proximity.
Child Care Assistance
The Child Care Subsidy Program assists families in paying childcare costs for children under age 13 who are not eligible to attend public school during the part of the day when public education is available, or children with special needs under age 18 who reside with the applicant.
Child & Development Credit
The Child and Dependent Credit is applicable to any dependent under the age of 13 and for certain adults who require care. The tax credit, up to $3,000 for one dependent or $6000 for two or more dependents, offsets between 20-35% of childcare expenses.
Expense Deductions
This deduction is available for taxpayers who are eligible to claim the Federal Child and Dependent Care Credit. The deduction may be taken up to the same levels – $3,000 for one dependent and $6,000 for two or more dependents, offsetting between 20-35% of childcare expenses.
Local Childcare Facilities
Types of Childcare Facility Licensing
Unlicensed, Unregulated Child Care Center:
These programs have no state oversight or regulations. They don’t need to follow requirements for staff background checks, training, or health and safety guidelines, and they are not inspected by VDOE.
Licensed Child Care Center:
VDOE inspects these centers at least twice a year. They must meet state requirements for staff background checks, ongoing education, and strict health and safety standards, including First Aid/CPR certification for all staff.
Religiously Exempt Child Care Center:
Some centers operated by religious institutions may be exempt from licensing. Religiously exempt centers must complete background checks and follow health and safety requirements (first aid/CPR certification for at least one person at the location, safe sleep practices, handwashing policy, etc.) listed in 22.1-289.031 of the Code of Virginia.
The VDOE Office of Child Care Health and Safety will conduct inspections to monitor the RECDCʼs compliance with Code requirements, investigate complaints of alleged noncompliance with Code requirements, and, if a program participates in the Child Care Subsidy Program, monitor compliance with subsidy health and safety inspection requirements.
Types of Family Day Homes
Unlicensed, Unregulated Family Day Home / Family, Friend, & Neighbor Care:
These programs have no state oversight or regulations. They don’t need to follow requirements for background checks, training, or health and safety guidelines. VDOE does not inspect these programs.
Licensed Family Day Homes:
These homes must have a license if they care for five or more children. They’re inspected twice a year by VDOE. They must meet state requirements for background checks, ongoing education, and strict health and safety standards, including First Aid/CPR certification for the provider and any additional staff.
Voluntarily Registered or Local Ordinance Family Day Homes:
Some family day homes can register voluntarily or follow local ordinances instead of getting a full license. These programs care for a maximum of four children and must meet some health and safety requirements. While all Local Ordinance Family Day Homes are required to maintain First Aid/CPR certification, Voluntarily Registered Family Day Homes are only required to be certified if approved to accept subsidy payments. These programs are inspected if there is a complaint or if they’re approved for subsidy payments.

Providing Childcare to Employees
On-Site Childcare: Businesses can receive a federal tax credit equal to 25% of expenses for employee childcare. Maximum credit allowed per year is capped at $150,000.
Toolkit: GEEARS – Child Care Affordability
Help Families Find Childcare: Businesses can receive a 10% federal tax credit for contracting with childcare resources and referral agencies to help employees find childcare within their budget.
To be eligible for the credit, an employer must have paid or incurred qualified childcare costs during the tax year to provide childcare services to employees.
Qualified childcare costs are:
- Costs associated with acquiring, constructing, rehabilitating or expanding property used as the taxpayerʼs qualified childcare facility.
- Operating expenses paid by the business, including amounts paid to support childcare workers through training, scholarship programs and providing increased compensation to employees with higher levels of childcare training.
- Qualified resource and referral costs which include amounts paid or incurred under a contract with a qualified childcare facility to provide childcare services to employees of the taxpayer.

Virginia Employer Childcare Tax Credit
Virginia has a state childcare facility investment tax credit. Employers are allowed a tax credit of up to 25 percent of all expenditures paid or incurred for planning, site preparation, construction, renovation, or acquisition of facilities for the purpose of establishing a child day care facility to be used primarily by the children of the employer’s employees. Virginia’s tax credit is under state law § 58.1-439.4
Getting Started with Employer Provided Childcare

6. Communicate with employees – keep your employees informed about the available childcare benefits and how they can access them. Clear communication ensures that the program is utilized effectively.
7. Contracting for Childcare: Contract with a childcare program to provide affordable childcare for their employees. Businesses can receive a federal tax credit up to 25% of expenses with an annual cap set at $150,000
Dependent Care FSA (DCFSA)
A dependent care FSA (DCFSA) is a tax-advantaged account designed to help employees responsible for dependent care. A DCFSA allows employees to pay for care for their dependents with pretax dollars. Employers can provide Dependent Care Flexible Spending Accounts (DCFSAs) to their employees by setting up a plan as part of their benefits package.
