Transportation Demand Management

What is TDM?

Transportation Demand Management (TDM) is a set of strategies and programs designed to make transportation systems more efficient by reducing the demand for single-occupancy vehicle trips. Instead of focusing solely on building new infrastructure, TDM emphasizes using existing resources more effectively.

TDM aims to:

  • Encourage the use of sustainable transportation options like carpooling, vanpooling, public transit, biking, and walking.
  • Reduce traffic congestion and improve mobility for everyone in the community.
  • Promote cost-effective, environmentally friendly alternatives to driving alone.
  • Enhance air quality by lowering vehicle emissions.
  • Provide employers and commuters with tools and resources to support smarter commuting choices.

Through education, incentives, and innovative programs, TDM helps create a more connected, sustainable, and livable community.

RVARC TDM Strategic Plan

In 2024, the Roanoke Valley-Alleghany Regional Commission (RVARC) set out to create an objective driven, performance-based planning framework for identifying transportation demand management (TDM) strategies and programs that increase the transportation system’s efficiency through the increased use of alternative modes of travel in the RVARC Region. The planning effort resulted in the RVARC – TDM Strategic Plan for fiscal years 2025 to 2029

Vision Statement

A Roanoke Region where sustainable and innovative transportation options are accessible to all, fostering a healthier, more connected, and environmentally friendly community. We also engaged over 60 organizations from the public, nonprofit, and private sectors through membership on committees and working groups.

Mision Statement

RIDE Solutions’ mission is to assist Roanoke Region residents, travelers, and workers to find transportation options for commute and noncommute trips, by promoting existing options, empowering mode-shift curiosity, and assisting local government with projects that enhance the region’s transportation network, infrastructure, and facilities.

TDM Service Areas

The RVARC TDM Program will implement strategies focused on five key service areas, forming a comprehensive framework for managing and executing the work plan over the 2025–2029 period. These service areas ensure a structured and effective approach to achieving transportation demand management goals.
