Staff works with the member localities, state and federal agencies to develop local and regional plans to address preparedness and response to emergencies and disasters. Activities include providing data and mapping, grant writing, and updates of local Emergency Operations Plans. RVARC is also responsible for coordinating the development of the Regional Pre-Disaster Mitigation Plan which addresses natural hazards risks and related projects. The Plan is required by the federal and state government in order for local governments to be eligible for disaster mitigation grant funds.

The Disaster Mitigation Act of 2000 (DMA 2000) requires that local governments, as a condition of receiving federal disaster mitigation funds, have a mitigation plan that describes the process for identifying hazards, risks and vulnerabilities, identifies and prioritizes mitigation actions, encourages the development of local mitigation and provide technical support for those efforts. The purpose of this plan is to fulfill the Federal requirements for the Disaster Mitigation Act of 2000. The plan identifies hazards; establishes community goals and objectives and mitigation activities that are appropriate for the Roanoke Valley-Alleghany region.
